The State Council is governed by Memorandum of Association and Rules & Regulations framed there under.
The Assam State Blood Transfusion Council (ASBTC) has been re-constituted on 4th July, 2013 under the Presidentship of the Principal Secretary to the Govt. of Assam, Health & Family Welfare Department.
Project Director, Assam State AIDS Control Society has been designated as the Member Secretary cum Director, ASBTC.
On 20th October, 2016, the Governing Body Meeting was held under the Presidentship of the Commissioner & Secretary, H&FW, Department, Dispur.
